NBIB Supports President’s Decision to Merge Operations with DoD
On April 24, 2019, President Trump signed the Executive Order (EO), which provided official executive branch direction to transfer NBIB operations from the Office of Personnel Management (OPM) to the Department of Defense’s (DoD) Defense Security Service (DSS). The EO officially renames the joint agency as the Defense Counterintelligence and Security Agency (DCSA) and directs, in combination with the National Defense Authorization Act of 2018, section 925, the complete transfer of NBIB’s mission, personnel and resources no later than September 30, 2019.
NBIB Director Charles Phalen is fully supportive of the need for a strong, unified approach to the vetting mission. NBIB and DSS have and will continue to work in an integrated manner to minimize disruptions to NBIB’s Federal partners and industry stakeholders, while concurrently reducing the investigative inventory.
NBIB and DSS have been preparing for this transfer since the FY2018 National Defense Authorization Act first mandated a phased transition for DoD to conduct background and security investigations for DoD personnel. The Administration ultimately determined that to best protect the Nation’s interests and to ensure an efficient and effective process to support a trusted Federal workforce, the background investigations mission should remain together.
